dc.description.abstract<p>Problem alokacji i zwiększenia efektywności wykorzystania środków finansowych przypadających na badania jest szczegąlnie istotny w sytuacji bardzo ograniczonych zasobów przeznaczanych na ten cel. Sytuacja taka ma miejsce w Polsce od długiego już czasu. Świadczą o tym wskaźniki wydatkowania środków budżetowych przeznaczanych na badania w naszym kraju i w krajach wysoko rozwiniętych (na naukę ogółem wydatkowano w 1993 r. 8,1 bin zł, co stanowi tylko 1,6% wydatków budżetowych). Wielkosc nakładów ponoszonych na prace badawcze związane z rolnictwem i gospodarką żywnościową jest trudna do oszacowania. Aczkolwiek badania te finansowane Sil z różnych źródel (MEN, KBN, MRiGŻ), to jednak łączny poziom nakładów jest relatywnie niski (podobnie jak w innych dziedzinach).</p>en

local.abstract.englishThe aim of the authors is to determine, by means of quantitative methods, the priorities of research projects for Polish agriculture. The results are given of the studies based on the concept of economics surplus of the consumer and the producer. The model discussed enables both assessment of changes in the said surpluses, due to introduction of research findings, and their comparison with changes ensuing from introduction of the results of other research projects. This method may be used for assessment of the research ex post as well as for estimation of its planned effects (ex ante). The current net value has been calculated of advantages given by the research leading to a 5 per cent reduction of production costs in the examined twenty lines of farming. What was used for the purpose of the calculation discussed were the available data pertaining to the said lines of production (e.g. its volume, export, prices) and also the data concerning adjustment of new technological processes.<br> In view of the specific character of the activities involved in scientific research, and of the considerable degree of hazard regarding its results and potential effects, the method may be used as one of the instruments for determining priority of research. The quantitative character of the results obtained due to employment of the method discussed - whatever its limitations and simplifications - is liable to act as a factor making that process more objective.en
